Smart Meter Deployment in Medium‑Voltage Substations

Circet Energy equipped 12,000 medium‑voltage substations in the Netherlands with digital smart meters as part of the MSR Gateway project. These meters provide real‑time data to grid operator Alliander, enabling faster detection and resolution of grid congestion and overload situations.

THE CHALLENGE

The energy transition is placing unprecedented pressure on the Dutch electricity grid. Electric vehicles, heat pumps and solar panels are driving rapid growth in electricity demand, while the infrastructure struggles to keep pace. In 2023, more than 30% of the Netherlands experienced grid congestion, limiting new connections and additional electricity consumption.

Deploying smart meters to relieve grid congestion

Replacing analog meters with digital smart metering systems

Our teams replaced traditional analog meters in transformer substations with digital smart meters that continuously measured electricity flows and network load.

Operating safely in medium‑voltage substations

Work inside medium‑voltage substations required specialist expertise, certified personnel and strict safety procedures. Meter replacement followed defined technical protocols specific to medium‑voltage environments.

Training and certification of technical teams

To support the rollout, Circet trained and certified its field teams in partnership with Technical Valley. Technicians obtained the mandatory STIPEL certification and operated under three clearly defined roles: Work Supervisors (WV) overseeing safety, Skilled Technicians (AVP) carrying out technical work, and Support Personnel (VOP) assisting on site.
